Supporting USAID in the Pacific Region Across a Range of Complex Issues

Providing flexible on-demand support to improve programming and build capacity

With a budget of more than $124 million and approximately 150 staff, USAID/Philippines supports a wide-ranging portfolio, from strengthening human rights and civil society and promoting economic governance to addressing public health concerns and confronting climate change.

In addition, USAID/Philippines also oversees USAID programming in 12 Pacific Island countries, including Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Papua New Guinea, Tuvalu, Samoa, Solomon Islands, Tonga, and Vanuatu, and Mongolia.

The Pacific region is a vast geographic area with increasing significance to U.S. foreign policy interests, while Mongolia is also geographically varied and strategically important to the U.S. government’s Indo-Pacific Strategy. Measuring results and sharing knowledge across this multitude of contexts and priorities, while challenging, will advance USAID’s programmatic objectives, build capacity, and lead to informed decision-making.

Through the USAID Philippines, Pacific Islands and Mongolia Monitoring, Evaluation and Learning Activity (PIMMELA), MSI will provide flexible on-demand support to USAID to enhance a culture of learning and evidence-based decision-making, ensuring that projects are strategically aligned, outcome-focused, and responsive to the needs of beneficiaries and stakeholders.

We work closely with USAID counterparts to ensure that services are demand-driven and designed to support USAID’s efforts to measure, analyze, and learn from its programming in the Philippines, Pacific Islands and Mongolia. For example, the first annual workplan is being developed through a co-creation process that includes consultations with the relevant Missions, technical offices and supporting units.

As a Monitoring, Evaluation, and Learning (MEL) platform, PIMMELA is designed to enhance the effectiveness of USAID projects. The platform will track, analyze, and learn from program performance, covering the entire range of the project cycle from conception to post-closeout evaluation.

Within the first week of the activity, PIMMELA supported the successful implementation of the Country Development Cooperation Strategy (CDCS) workshop, which focused on aligning U.S. assistance initiatives with the evolving needs of the Philippines. As part of this support, the PIMMELA team conducted an extensive literature review, contributed to workshop agenda development, and provided facilitation support. We also produced sectoral and cross-cutting data placemats to facilitate data driven discussion and reflection. The workshop discussions emphasized priorities such as food security and climate resilience, highlighting its strategic importance in leveraging the renewed bilateral relationship between the U.S. and the Philippines.
