Fostering Monitoring, Evaluation and Learning in Afghanistan

USAID has selected MSI for the Afghanistan Monitoring, Evaluation and Learning Activity (AMELA) to provide high-quality monitoring, evaluation and learning (MEL) support services and fortify technical M&E knowledge and skills of mission staff and stakeholders.

We will contribute to supporting USAID/Afghanistan’s objective of building a safe and stable society that meets the needs of the Afghan people. USAID is managing a complex portfolio of programs in the country, including in agriculture, economic growth, democracy and governance, education, health and infrastructure.

MSI has implemented a number of programs in Afghanistan on behalf of USAID and the World Bank, including USAID/Afghanistan’s Measure for Accountability and Transparency and the World Bank’s Afghanistan Reconstruction Trust Fund. We also previously implemented USAID’s Measuring Impact of Stabilization Initiatives and Assistance for Afghanistan’s Anticorruption Authority.

This project will also build upon our team’s established experience in developing monitoring and evaluation approaches and tools tailored to complex and fragile conflict and post-conflict settings, as well as conducting monitoring and evaluation in non-permissive environments. Similar work is currently being carried out in South Sudan and Nigeria.

We will help to ensure the integration of strong learning and adaptive management processes across the Mission portfolio through a variety of services, including performance and impact evaluations, verification services and capacity building activities. As the Mission’s main performance management support mechanism, the project will provide high-quality, objective, and reliable services that will allow the Mission to effectively collect performance and development-related data.

The project will add to our Strategy, Evaluation and Analysis service area’s impressive body of work, which now boasts 13 current long-term MEL support contracts for the World Bank and USAID. Our first USAID Mission MEL support contract was in Uganda from 2003-2008. Since then we have held 26 similar contracts for USAID Missions in 22 countries.
