Jennifer Ulman is a senior technical director under MSI’s Peace and Stability Practice Area. She brings over 20 years of international development experience as a senior manager and conflict & peacebuilding specialist with short and long-term work in over 20 conflict-affected settings. Her technical support spans east Africa, southeast Asia and the Balkans, where she managed peacebuilding, anti-corruption and civil society programs for USAID, the EU, and UNOPS. Jennifer has provided oversight to various IDIQs and task orders in her 19 years with MSI. She was the PEACE IDIQ manager funded by USAID’s Center for Violence Prevention (CVP). She led several task orders including curriculum design for Conflict Sensitive Aid (CSAid) and accompanying practicum. She authored, in collaboration with CVP, Responsible Development: A Guide to Conflict Sensitivity, co-authored a resource guide, Do No Harm Approaches in Non-Permissive Environments, and provided excerpts and reviews for two guides on P/CVE. Her experience aligns with her education at George Mason University’s School for Conflict Analysis and Resolution (now The Carter Center) where she completed her M.Sc.
