The Council on Foreign Relations estimates that since Russia began its full-scale invasion of Ukraine in February 2022, the U.S. government (USG) has provided more than $30 billion in non-defense assistance to the Government of Ukraine. The USG is committed to ensuring that this assistance is delivered appropriately and achieves its intended outcomes.

The MEASURE project will monitor multiple areas of effort, including the continuity of the Ukrainian government; societal resilience; security and resilience; and accountability. Working with local specialists in Kyiv and a team of subject matter specialists from across Tetra Tech, MSI will provide a wide range of MEL and audit services to support the DoS and its implementing partners. The entire portfolio includes more than 100 sources of funding and more than 10 USG organizations. MSI is working with small business partners Resonance Global and BDO LLP.

MSI and Tetra Tech are starting by establishing a performance monitoring framework for fiscal year 2022/23. This framework will serve as the backbone to develop and operationalize monitoring plans, undertake data quality assessments on selected outcome indicators, and review implementing partners’ program objectives, methods, and procedures to identify any gaps or weaknesses.

We are also working to identify “clusters” of related projects that work in combination to achieve a shared purpose, such as sustaining effective governance in Ukraine. This includes creating monitoring and assessment tools to collect information on all on-going EUR/ACE assistance approved under existing and future supplemental funding.

Over the life of the contract, we will provide briefings to key USG stakeholders and tap into the data visualization and dashboard capabilities enabled by the DoS’s data management system to provide user-friendly and impactful illustrations, reports, and briefing materials.

A welcome addition to MSI’s robust portfolio of 22 monitoring, evaluation and learning projects, MEASURE is also a vital part of our significant and expanding footprint in Ukraine. Tetra Tech and its family of international development companies now implement four active projects in Ukraine and 13 in the region for clients including the U.K. Department for International Trade, the U.S. Department of State, Global Affairs Canada, and USAID.
