Stabilization & Recovery
Stabilization and recovery goes beyond operating in conflict zones to include helping governments and societies manage socio-political transitions and avoid conflicts. Where wars have ravaged countries, it means helping them to rebuild by empowering their people and institutions. MSI meets the challenges of both fragile and post-conflict environments with adaptive programs that modify successful development practices for these complex environments. In projects from Sierra Leone to Iraq, we implement nimble approaches that emphasize close collaboration with critical local partners to build capacity, services, and legitimacy. We also provide key donor and multi-lateral organizations with training and ground support to rapidly mobilize interventions in contested locations.
- Managing Political Transitions. MSI works with countries emerging from traditions of authoritarian rule to implement transparent, accountable, and participatory systems of governance and conflict resolution. In countries as diverse as Afghanistan, Georgia and South Africa, our support for political transition emphasizes effective citizen involvement in public life; creating meaningful checks and balances to limit the arbitrary exercise of power by public officials; and fostering decentralization and a service mentality in the public sector.
- Rebuilding Local Capacity. Stabilization is about re-establishing national and local authorities capable of meeting basic needs for security, economic welfare and essential services. MSI has worked with every level, from central ministries in Iraq to local councils in Mali, to revitalize legitimate local authorities. As USAID’s most ambitious Democracy and Governance contract, our Tatweer project in Iraq has enabled civil servants to rebuild ten essential national Ministries and the executive structure of government. We are also working with Iraqis to create a permanent training capacity beyond the 45,000 civil servants the project team has already trained.
- Expanding Social and Economic Opportunity. Stabilizing the social and economic fabric of society complements the reform of formal power structures. In Sierra Leone, we have worked with former youth combatants to transition them from militias, and with the diamond industry to remove sources of conflict funding and corruption. Our projects in Sri Lanka support peace building and human rights in the eastern areas of the country where tensions between ethnic groups run high.
- Supporting Donors. MSI provides donors and multilateral and regional organizations with critical analysis services, including country conflict assessments, facilitation of in-country strategy formulation and evaluation of programs for their effectiveness in conflict mitigation and state building. Our critical surge and programmatic support also enables donors to multiply their rapid impact. Working in Juba, Khartoum, and other parts of Sudan, we provide the USAID Mission with program office support, communications and logistical support. Our renowned analytics have provided key strategic input from Gaza to Colombia, Somalia to Yemen and on topics as diverse as early warning systems, local community development, illicit power structures and counter-terrorism.
- A Global Consortium. MSI has pooled the resources of a number of specialized firms to create a full spectrum capability in S&R. We have a proven team that has worked together on projects in conflict-threatened countries worldwide, including specialists in security and logistics, monitoring and evaluation and communications. MSI’s consortium is integrated into the global network of Coffey International Development, whose work in security sector reform and as a thought leader in stabilization is recognized worldwide.
